Who gets Benicia's data
Two lists that should match, and don't. The City produced 89 signed data-sharing acknowledgment letters — but six agencies signed twice, so those letters come from 83 distinct agencies. Between September 2025 and January 2026, 59 agencies asked for access — and 56 of them have no letter on file.

What "video" means here. Flock's share requests list permission scopes.
Beyond plate Search and Hot List, many ask for VMS Go-Live,
VMS Historical and VMS Download — live and recorded camera video.
Benicia's Policy 470 governs automated licence-plate readers. It does not mention video sharing.

How to read this. The letters come from request PR-2026-155; the access requests from the "Action Requested: Pending Flock Camera Share Requests" emails in PR-2026-7. Agency names are matched on significant words, so "San Joaquin County CA SO" matches "SAN JOAQUIN SO". A missing letter is not proof access was granted — the notices list pending requests, and the City has not released which it approved. That record is the single most useful thing still outstanding.
