CalTrans has notified us that the local agency in this case the City has to actually file the CEQA Exemption with the California Clearinghouse. EBl has completed the CEQA Notice of Exemption (NOE). For the resubmittal, our permitting team is working on the Policy Exception Letter, CEQA exemption, and revised site plans. We have submitted the request to EBl (environmental consultant) to prepare and submit the CEQA exemption on Benicia’s behalf. EBl said it would take about 2 - 3 weeks to prepare CEQA exemption document that we will then resubmit to CalTrans along with the policy exception letter and the revised site plans.
