The attached Fact Sheet discusses CEQA and NEPA requirements for encroachment permits (available at the SER Other Guidance page and New & Current Policy | Caltrans). The CEQA lead should be the Benicia PD for this project. If NEPA is required, Caltrans will take the lead unless another federal agency takes the lead, but any required studies/reports should be still done by the Benicia PD. Thanks.
