Subject: ALPR (FLOCK) Data detection browsing audits
On 10/02/2025 I conducted an audit of all data detection browsing inquiries between
07/01/2025 and 9/30/2025. This time represents the 3rd quarter audit for 2025. From
these detection browsing inquiries, a sampling of 10 randomly selected detection
browsing inquiries were selected for review.
I found all ten (10) inquiries between 07/01/2025 and 9/30/2025 were appropriate and
within policy.
Because of the recent influx of new employees, I conducted a more comprehensive
review of the data detection browsing inquiries to identify training needs and establish a
high standard of practice within our organization. As we identify discrepancies or areas
where employees do not follow policy, we will provide further training and address the
discrepancy.
This supplemental inquiry review consisted of 4438 data detection browsing inquiries.
Of the 4438 inquiries, I found four (4) inquiries where the reason for searching was
unclear and insufficient. I found all four inquiries between 07/01/2025 and 10/02/2025
were from three employees. The employees entered “Investigation”, “Stolen Plate” and
“Dumping violation” as the reason and did not provide the Police case number or
incident number as the reason. They did however input the correct incident number
and case number into the case number column. These employees have been counseled
on how to enter the proper inquiry reason and were provided a copy of the policy. The
actual reasons for the inquiry were appropriate and within policy. It should be noted
that the entry fields in the Flock data detection search fields have been updated and
now only allow for the reason and should reduce the chances an employee puts the
case number or incident number in the wrong field.
Sergeants are responsible for supervising and managing their team’s respective hotlist.
Additionally, I conduct weekly reviews of these agency hotlist folders as an additional
oversight to ensure vehicles listed by our agency are removed from the system
appropriately. At the time of this audit our agency has zero (0) vehicles on a hotlist.
