Every community should have access to technology that makes the whole community safer, and protects their particular values.Let me explain how this works in practice:
Data Ownership and Sharing
● All Flock customers own and control the data collected by our technology on their behalf. Flock never sells customer data, and can only share customer data with an explicit customer request. ● Only the customer can choose whether or not to share their data with any other law enforcement agency, and sharing can be revoked at any time at the discretion of the customer. ● In the event of a compulsory court order compelling Flock to share data, we notify the customer and coordinate with their legal team, unless explicitly prohibited by law.
On Local Control and Decision-Making
Over the last months, Flock has mobilized our product team to develop additional safeguards that ensure every agency can use Flock in accordance with local laws and community values.
● Restrictions on Federal access: Many local agencies collaborate with Federal law enforcement, and agencies have full control over that collaboration. While this has always been the case, any Federal agencies on the Flock platform are now more clearly designated, and Federal agencies cannot access National or Statewide Lookup. ● Search filters: Now available to any agency, the Search Filter feature automatically flags and blocks keywords for prohibited searches. These are available for 1) civil immigration and 2) reproductive healthcare. If a search containing a blocked keyword is attempted, no data will be returned. ● Mandatory offense type dropdown: In December, we are introducing a mandatory Offense Type dropdown, originating from NIBRS offense categories, required to perform any search. This creates clarity in audit reports and helps protect against misuse.
