Our permitting team has been following up with Caltrans monthly. Last month, Caltrans
informed us that they are still awaiting FHWA approval. I understand that this permit has
taken an extended time to get permitted. Is the team interested in moving this location off of
Caltrans’s right of way and onto the city’s property, or looked into private property? This would
avoid theCaltranspermittingprocess.

EPER document hasbeen signed by all deputies.We are still waitingfor a final

1/21 - Flock revised the EPE memo as requested and received finalized
stamped plans
The revised EPE memo and stamped finalized plans were resubmitted to
Soratha Sing (CalTrans) today, 1/21.
We will continue to check in until we have confirmed next steps from
CalTrans, or hopefully, the issued permit.

Unfortunatelywewereunabletoget
thoserequested as-builtsfor thispole,
however,aFlockTechnicianwentout
and took theneeded measurements of
the pole.
Those measurements and images have
been sent to our permitting vendor to
complete theCalTransrequired structural
analysisfor thislocation.
This should take ~1-2 weeks to complete,
then we can get thatover to CalTrans so
that they can continue their review of this
permit request.
I will keep you updated here as this
location progresses but please feel free to

I wanted to provide you with
an update regarding
camera
ith CalTrans.
Flock permitting is working
toaddressthecomments
received from CalTrans D4.
For the resubmittal, our
permitting team is working
on the Policy Exception
Letter, CEQA exemption,
and revised site plans.
We have submitted the
request to EBI
(environmental consultant)
to prepare and submit the
CEQA exemption on
Benicia’s behalf. EBl said it
would take about 2 - 3
weeks to prepare
the exemption application.
Once it is prepared, they
then have to post the CEQA
exemption application to the
California State
Clearinghouse for 30 days
to allow other agencies to
review and comment if they
have any concerns. Once
the 30 days is up, EBl will
produce a CEQA
exemption document that
wewill thenresubmit to
CalTrans along with the
policy exception letter and
the revised site plans.
CalTrans will thenreview.

requirement.
Flock’s permitting
team met with
the consulting firm
EBI to review the
NEPA (National
Environmental
Protection Act) and
CEQA (California
Environmental
Quality
Act) requirements
for the Policy
exception from
CalTrans D4.
CalTrans has
informed us that the
CEQA report has to
be done in the
City’s name. We will
need confirmation
from your City’s
public works that
they would like EBI
to do the CEQA
report or if the City
would liketo do
the report as it will
be in their name.
Could you please
advise if your
public works will do
the CEQA report or
if we should ask
EBl to proceed on
the City’s behalf?
