09 The public list of sharing partners was switched off at the Chief's request — in three minutesnew

The portal transparency.flocksafety.com/benicia-ca-pd was set up on 2021-08-26. Within half an hour of receiving the link, then-Chief Michael Greene wrote to Flock’s Graham Carter:

“I don’t see the area where the public can audit our searches? I’d like that part included. And can we remove the area that shows hotlist policy and organizations we’re sharing with?” — 12:27 PM, 2021-08-26

Carter replied at 12:30 PM:

“Yes I can turn back on the auditing. And turn off the other parts!”

and shortly after:

“This has been done!”

Why it matters. In one three-minute exchange, public search auditing was turned on and the public list of who Benicia shares data with was turned off — both by vendor toggle, at the customer’s request, with no public process. The sharing-partner list removed from public view in 2021 is the same information that took a public-records request (PR-2026-155, produced 2026-07-12) to obtain five years later: 82 outside agencies, via 88 signed letters.

This is also the cleanest documentation yet of finding #4 — that public search auditing is a vendor-flipped on/off switch — and it establishes that the concealment of the sharing network was a deliberate, requested configuration, not an oversight.
